top priority for the Internet Corporation for Assigned Names and Numbers,
but continued disputes and unresolved questions mean that launch is not
imminent, and another draft applicant guidebook will in all likelihood be

Facilitate Telecom Purchases, FTC Says
After receiving over 37,000 consumer complaints about
communications services during the past year, the Federal Trade Commission
on Oct. 28 urged the Federal Communications Commission to adopt "policies
